Project Utopia is a genetic engineering project created by Dr. Edward Monroe.

The main goal of Project Utopia was to advance human evolution by purging weakness in human beings and enhancing their strength. Dr. Monroe created the Utopia Serum to enhance human beings. Originally the project's research was funded by the Department of Defense as a performance-enhancing therapy but they pulled their support in the 1980s when they learned about the unethical nature of the experimentation. H.G. Wells, Dr. John Stevenson, and Jane Walker time travel back to the 1980s and destroyed most of the project's research and facilities which also led to the death of Dr. Monroe. This halted the advancement of the project for a few decades until Edward Monroe’s daughter Brooke Monroe used her father’s research to start the experiments again.
